Is it necessary?
Should it be reduced if allocating votes to a Proxy?
Yes, it defeats the purpose of PROXYING one’s vote if they have to keep going back and re-proxying it…. might as well just VOTE in the first place….. which means a lot of accounts are going to end up not voting or voting at super low effectiveness.

i manage a proxy… and had no idea this was going to happen. minnowproxys … I believe changes should be made to allow the proxy to decay not the account.
